The bill requires the Department, in consultation with certain persons, to study and make recommendations regarding specified matters that relate to the diversion of yard waste, food residuals, and other organic materials from refuse disposal facilities, including the status of infrastructure in the State.

This is the first meeting of the study group. As soon as available, an agenda will be posted on the Department’s Organics Diversion and Composting web page at www.mde.maryland.gov/composting.
Meetings are tentatively scheduled to occur every other month in 2017. If necessary, more frequent meetings will be scheduled. However, it is anticipated that, even if additional meetings are necessary, study group meetings will take place no more than once per month.

Public Information Meeting regarding proposed response action plan for cleanup of 3400 Boston St. property

The property located at 3400 Boston Street, in Baltimore City, Maryland has been accepted into Maryland’s Voluntary Cleanup Program. A proposed response action plan (RAP) has been submitted to the Maryland Department of the Environment (MDE) for approval. The property has metals and polycyclic aromatic hydrocarbons in soil; volatile organic compounds and petroleum hydrocarbons in groundwater; and volatile organic compounds in soil vapor that exceed MDE’s Residential Cleanup Standards. The proposed RAP outlines the planned site improvements at the property. The proposed remedy/improvement for soil is capping (asphalt, certified aggregate, etc.) and soil removal, and the proposed remedy for soil vapor is the installation of a vapor barrier within proposed buildings. A deed notice to restrict groundwater will be used at the site. This RAP is based upon future use of the property for residential purposes.

Any person wishing to request further information or make comments regarding the proposed RAP must do so in writing. Comments or requests should be submitted to the attention of the Voluntary Cleanup Program project manager, Chris Hartman, at the Maryland Department of the Environment, 1800 Washington Boulevard, Suite 625, Baltimore, Maryland 21230; telephone 410-537-3493.
