Event Description: Notice of Public Informational Hearing for the Eastern Panhandle Expansion Project for a State
Nontidal Wetlands and Waterways Permit and the Opportunity to Provide Comments. The original Public Hearing for this project was on 12/19/2017 but due to high volume of requests to provide oral testimony, this second public hearing has been scheduled.
Case Information: COLUMBIA GAS TRANSMISSION, LLC, 5151 San Felipe, Suite 2400, Houston, Texas, has
proposed the construction of 3.06 miles of new 8-inch diameter natural gas transmission pipeline.
The purpose of the pipeline is to increase supply options and system reliability by providing firm
transportation service with receipts from Texas Eastern Transmission’s Marietta interconnect in
Lancaster County, PA to a proposed point of delivery meter station in Morgan County, WV. The
proposed project will permanently impact 127 linear feet (923 square feet) and temporarily impact
95 linear feet (1,130 square feet) of perennial and intermittent streams. The project also proposes to
temporarily impact 14,885 square feet of regulated floodplain, 2,642 square feet of emergent
nontidal wetland, and 8,829 square feet of the 25-foot nontidal wetland buffer. The proposed project
alignment extends from Fulton County, Pennsylvania in the north to Morgan County, West Virginia
in the south and is approximately 1.4 miles west of Hancock in Washington County.
