MD Dept. of the Environment, 1800 Washington Blvd., Baltimore, MD Add'l. Info: The Maryland Department of the Environment (the Department) has scheduled a meeting of the Controlled Hazardous Substance Advisory Council (the Council). The main purpose of the meeting is for the Department to present, for the Council’s consideration, planned modifications to COMAR 26.13, Disposal of Controlled Hazardous Substances. The planned modifications involve minor changes to make the regulatory language in COMAR consistent with statutory provisions in the Environment Article, Annotated Code of Maryland. The Department will be proposing to amend COMAR to remove obsolete requirements concerning transporting controlled hazardous substances (CHS) and special medical waste. Specifically, the Department intends to propose to remove from COMAR 26.13 the following requirements that were previously eliminated from Environment Article, Annotated Code of Maryland: • A requirement that drivers of vehicles transporting CHS be certified by the Department; and • A requirement that vehicles being used to transport CHS or special medical waste have a certificate affixed to the exterior of the vehicle. The Department has been implanting these changes administratively, beginning with the effective date of the statutory changes; consequently, there will be no impact on the regulated community from the planned regulatory changes. The draft agenda for the meeting is as follows: • Introductions; • Approval of minutes of previous meeting; • Discussion of planned, minor changes to COMAR 26.13; and • Updates from the Land and Materials Administration.
